Yeah, I've been having the same issue. Tried with half a dozen different accounts, dozens of different people, several different games, and two different devices. None work. Roblox has a serious screw up.

Had a wierd moment of discovery. When I type /w and the first couple letters of a persons name, it auto fills their name in and sends the message. I have to redo it everytime but it works to private chat
